Position: Former Minister of Defense

Sanctions: US (May 20, 2011)

The United States sanctioned Mahmoud in May 2011 for committing human rights abuses against Syrian civilians during the country's uprising.[1]  Though his precise role was unclear, the US accused him of overseeing the Syrian military during its violent crackdown on protesters until Dawood Rajiha replaced him in September 2011.[2]
