Ali Habib Mahmoud

The United States sanctioned Mahmoud in May 2011 for committing human rights abuses against Syrian civilians during the country's uprising. Though his precise role was unclear, the US accused him of overseeing the Syrian military during its violent crackdown on protesters until Dawood Rajiha replaced him in September 2011.
