Sanctions: United States (September 29, 2010) and European Union (October 10, 2011)

On September 29, 2010, the United States imposed sanctions on Moslehi Heydar for being responsible for the human rights violations that occurred in Evin’s prison torture ward.[1]

On October 10, 2011 Moslehi Heydar was sanctioned by the European Union for ordering arbitrary detentions and persecuting opposition figures.[2]

According to the United States Institute of Peace, Heydar was responsible for running Evin’s prison torture ward, section 209 where activists are held for conveying their opinions opposing the government peacefully. Prisoners in Ward 209 have reportedly been subjected to beatings, mental abuse and sexual abuse.[3]
