Sudan
First identified by the United States government as a state sponsor of terrorism in 1993, Sudan continues to pose challenges to global counterterrorism efforts. Throughout the 1990s, Sudan played host, coordinator, and collaborator to several terrorist groups, including al-Qaeda, Hezbollah, Hamas, and Palestinian Islamic Jihad.

Sudan began taking steps to be removed from the U.S. State Sponsors of Terrorism list shortly before September 11, 2001. However, Khartoum continues to provide support to terrorist groups -- primarily Palestinian ones -- and maintains close ties with the Islamic Republic of Iran, which is actively engaged in terror sponsorship, as well.
