Tangible Progress Made in Iran Nuclear Talks, Kerry Says

On Tuesday, Mr. Kerry took the rare step of directly addressing Mr. Khamanei, saying the U.S. took “very seriously” his fatwa, or religious edict, against the possession or use of nuclear weapons.

Still, Mark Dubowitz, Executive Director of the Foundation for Defense of Democracies, who advises Congress on sanctions, said the gaps on enrichment remain huge. Iran's proposal on slightly reducing its program effectively rolls over last November's interim deal, he said, in which the west agreed to some sanctions relief in exchange for Tehran curtailing parts of its activities.

“Iran's goal remains an industrial-size nuclear program that will be impossible to effectively monitor,” he said.
