For sure, social media is important for ISIS, which is at war with everybody and needs to constantly replenish its ranks, says Daveed Gartenstein-Ross, a senior fellow at the Foundation for the Defense of Democracies.

But it’s also “running a con game and showing momentum they don’t have. Puncturing their con game is an important part of defanging them,” he says.

That means pushing “multi-platform communications, and getting information out to show ISIS losses and exaggerations and lessening its ability to make themselves out to be something they are not.”
