As Jonathan Schanzer of the Foundation for Defense of Democracies noted in an interview with Business Insider, Hamas is a dispersed and largely underground organization in the West Bank. It's possible that one small section of the group undertook this kidnapping on its own initiative and that the rest of the leadership doesn't want to get dragged into a shooting war.
