Canada Should Give Police More Power to Arrest Would-Be Terrorists Before They Attack, Experts Say


Still, Canada must be careful not to tread on democratic principles in response to lone-wolf incidents that may have been all but impossible to prevent, said Sheryl Saperia, Canadian director of the Washington-based Foundation for Defense of Democracies.

“I want Canada to remain Canadian, but I want it to just be a little bit stronger than its current approach,” she said.

To that end, Ms. Saperia said she would like Canada to expand its official list of states that sponsor terrorism, which now includes just Iran and Syria.

The government should look at countries ranging from North Korea to even traditional allies such as Pakistan, Qatar and Turkey, she said. More effort must also be placed on rooting out charities that act as fronts for supporting or promoting terrorism.

Ms. Saperia and Prof. Cooper also suggested physical improvements in security could help curb at least the fallout from attacks. Getting into the Parliament buildings, for instance, can be easier than accessing many other public facilities.
