Mohammad Moghisseh

Title: Judge on the Tehran Revolutionary Court (Branch 28)

Sanctions: European Union (April 12, 2011)

In April 2011, the European Union named Moghisseh as an individual subject to sanctions for human rights violations.[1]

According to the Official Journal of the European Union, as judge for Tehran’s Revolutionary Court, Moghisseh oversees the post-election court cases involving arrested protesters, and “He issued long prison sentences during unfair trials for social, political activists and journalists and several death sentences for protesters and social and political activists.”[2]

Moghisseh is also known for presiding over the trial of Roxana Saberi, an Iranian-American journalist, who was accused of spying and sentenced by Moghisseh to eight years in prison, according to the International Campaign for Human Rights in Iran (ICHRI). His ruling was eventually overturned and Saberi was released. [3]

ICHRI quoted an Iranian lawyer, who commented, “What we saw in our numerous meetings with him [Judge Moghisseh] is that he is incapable of understanding the simplest judicial concepts and only serves as a signature machine for heavy and baseless sentences. No honest judge would ever confirm his rulings.”[4]
