This testimony focuses on the Islamic State (IS), which has taken strategic communications by a jihadist group to an entirely new level. The proficiency of IS and its supporters as communicators can be discerned from the group’s production of tightly choreographed and slickly produced videos, from its apparently deep understanding of how to catch the Western media’s attention, and from IS’s exceptionally skilled coordinated distribution of its content on platforms like Twitter.
