The Muslim Brotherhood’s Global Threat

The Muslim Brotherhood is often correctly described as a gateway to extremism and jihadism. Its ideology is xenophobic, bigoted, and totalitarian. And although its various branches all seek to promote this ideology, they differ in terms of their preferred tactics. Specifically, some of its branches are violent and some are not. This, in short, is the challenge in targeting the entire Brotherhood under the current system.

Assessing the U.S.-Qatar Relationship

Members of the committee, as you know, FDD has been producing research and analysis on Qatar since the eruption of the Arab Spring in 2011. Our critique of Qatari foreign policy has been consistent. We have pointed to Qatari support for Hamas, the Taliban, jihadists in Syria, jihadists in Libya, and the Muslim Brotherhood. We have been critical of the Qataris for the invective that is too often broadcast on state-owned Al-Jazeera. And we have noted through the excellent work of my colleague David Andrew Weinberg that Qatar has failed to take action against numerous U.S.- and UN-designated terrorist financiers living in Qatar.

Israel, the Palestinians and the United Nations: Challenges for the New Administration

In the months leading up to his departure, outgoing president Barack Obama tasked various officials within the U.S. bureaucracy to prepare policy options for ways he could, as one U.S. official put it to me, “level the playing field” between the Palestinians and Israelis, with the assumption that US policy was too supportive of Israel. This official noted, “all options [were] on the table” for the President to either punish Israel for its policies in the disputed territories or to increase Palestinian leverage in its effort to gain international recognition.

Iran’s Power Projection Capability

I will focus my testimony today on Iran’s ability to project power through the financing of its proxies around the Middle East, including terrorist groups, destabilizing insurgencies, and rogue regimes. To be clear, Iran has long maintained these capabilities. Deploying these dangerous forces has been a crucial source of regional power for the Islamic Republic dating back to its founding. More recently, this strategy has figured prominently in Iran’s plans for regional hegemony.

Hamas’s Benefactors: A Network of Terror

Hamas poses many challenges in the Middle East. It is one of the primary impediments to peace between Israel and the Palestinians. Its violent attacks have killed hundreds of Israelis over the years, prompted wars, and derailed diplomacy. The group also poses a political and military challenge to the Palestinian Authority (PA), which is admittedly not an ideal partner for the United States or Israel, but is currently the best of a bad lot. It is for these reasons that Hamas’s finances need to be countered.
